Any way to prevent existing apps from restarting when scaling up?

I have a use case where getting a service/app going takes a bit of effort. Essentially there will be a script that has to download about 4GB worth of data (to rebuild a db snapshot) and then start syncing data from a blockchain. Obviously when I scale the app up and down.. I don't want to have to redownload those files every time, etc. I noticed this is the case when scaling up.. it will restart both instances of the app. I'm not changing anything about the app (version, code, etc), i'm just adding more of them? Is there any way to prevent existing apps from restarting when I scale up (I don't care if it deletes them when I scale down obviously)

Shared private IP/domain between all services?

Is there a shared private IP that all the containers in a project use? I have a use case where I need to set an IP/address that can be used to broadcast information to other containers/services. But my other services have all different domains (*.railway.internal), which won't work.

Deploy stuck on Build step

I migrated a volume from the US-East to US-West region, then changed the connected service's region from US-East to US-West, and now the deploy keeps hanging/getting stuck on the Build step. Any ideas what might be happening?

Region Selection on Deploy Template Page

I know i'm probably asking this too early (since regions are only available to priority boarding members), but is there a way to choose a region on the Deploy Template page? I'd rather all my deploys go to the US-East region rather than the default US-West region 🙂

Something went wrong with a deployed template

After I deployed this template https://railway.app/template/CnHq4I I got a popup saying that "Something went wrong" and none of the services are deploying. Could someone please check what might be the issue? 🙂
