Why are systemd unit files located in /usr/lib/systemd instead of /usr/share/systemd?

Why are systemd unit files located in /usr/lib/systemd instead of /usr/share/systemd?

systemd reads from /usr/lib/systemd, not /usr/share/systemd. the unit files wouldn't be recognized if they were in the latter
