Any template with python 3.9.* or how to install it

I wanna install https://www.kernl.ai/how-to-guides/get-started/#optimize-a-model and it required python 3.9.* is it possible to install this version of python somehow or there is an template with this python version?

cannot install flask

!pip install flask --force ERROR: Cannot uninstall 'blinker'. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.
