Is recovering my account possible on this website?
I have found this official website for pubg mobile support: pubgmobile.helpshift.com, and was wondering if i could get any help for recovering my account there.

They are rejecting me because of this reason: “Claim declined. Please file your claim using a regular device. (30400044)” and i cant file a report

should i just type the year in i just can't remember the specific month
You should answer the questions as best as you can. If you do not remember the month I suggest doing some digging around first, maybe try and find old screenshots from your gallery and check the date.
An example answer for the question would be "April 2024".

I cannot tell you if it would be acceptable or not as the form is checked by the Operations Team. You should do your best to answer each question as accurately as possible. Hope you will be able to recover it!
ok i will just say around what year as i only remember the year specificly
but i have strong evidence of all my past uc purchases
