is it possible to make a minecraft datapack give version-specific resource packs to players

i currently use itemsadder v3, and i cant really update to the latest versions bc nobody wants to support 1.20 versions anymore, but the issue is that ia cant give resource packs to 1.21+ clients
seeing if i can find another method to fix the problem
I would think viaversion(which I believe you are using) would support a method of providing specific resource packs to specific versions to make it work.
I found a plugin that can do it, but now I have to figure out how to corrupt the zip file so that players can't steal the resource pack for other things
