VIs air cooling okay for you. Cause liquid cooling can be expensive i also make sure you gpu as budget as possible with 1k
VAlso how many ram do you need and storage

VUsually i hear put components to mother board first like cpu and ram also ssd and tight it with screw and plug liquid cooling after that place assembly the psu to all connections like motherboard and gpu also there is pin connector to tell which to plug in

VSometimes rtx 4060 getting cheaper now but it lacks of vram
