Best current host for modded ?

I can't post in Marketplace. I am looking for the best plans for a Forge 1.20.1 dedicated server with 200+ mods for <10 players, located in Europe, and if possible, France.
Budget is between 16-40€ monthly.
I have previously tried Godlike hosting and I am very disappointed with the server performance, which has not increased from when I've been self-hosting and playing on my laptop. As soon as we are 2-3 players playing at the same time, the server couldn't keep up and we were always lagging, most notably the entities were almost immobile. The plan included a AMD Ryzen 7 5800X CPU, 8 GiB RAM and a SSD for something like 40$ a month.
I am not as savvy as most of you. However for this price, I expect no lag for this small amount of players. Also I have already pre-generated a 7000 blocks radius around our playing area with Chunky, yet the exploration or being in different parts of the map seems to cause heavy lag.
From what I've gathered, the best way to get a solid performance is to get a Ryzen 9 7950X/9950X CPU, on top of SSD Nvme, and 6-8 GB RAM.
Thus I am looking for a reliable hosting solution which includes this CPU if possible and is not located too far away from France to get decent ping.
My main criteria is flawless performance. I pre-generate the world and use approved performance mods, so I expect the TPS to remain high.
If there is a customer support skilled in modded server management, that's a good plus.

Sahara Compute is a relatively new hosting service that has been performing well, with no complaints received so far. Overall, it comes highly recommended.

I'm in the UK, and I typically average between 60MS and 80MS. Your experience might be different.
The Ryzen 9 9950x machine is located in Florida.
We plan to expand into Europe in the future.

120ms is a bit too high for me unfortunately so I'm hesitant because the rest of the plan is appealing
here are just a few hosts that are known in the community. I'm not sure if all of them are in europe, but most should have a europe location. Feel free to take a look and figure out which one seems to be the best deal for your usecase.

they rob hardware from other hosts (mainly ruby) the owner is facing legal issues with ruby for stealing hardware. forging signatures and etc

hey, sahara compute employee and investor here. i'm not sure how to make this sound un-shill-y, considering my clear conflict of interest, but i can personally vouch for cam as a cool person. i'm not fully aware of any legal action going on but i personally use sahara for all my compute stuff and it's been smooth sailing so far
i am not aware of any fraudulent behavior by cam and will immediately quit if i find out it's true. at the moment it looks like the ruby owner's personal grudge against him for leaving

we're also in a different datacenter. the ruby DC is in dallas, we're in miami

We were talking about their service and how they claim 40gbps, i saw them on speedtest and decided to test
maybe the particular server theyre using for the speedtest only has 1Gbps but the upstream connection is 40Gbps? idk i have no idea how this works
ill go ask cam hes more knowledgeable than me on this
btw @Upioti we've rented space in a cogent dc and are probably gonna be doing things from there in the future instead of using teracast

Yeah it's possible but why? You want a speedtest server to speedtest correctly, usually most servers are at least 10g
