Unable to add domain

I added a domain to Cloudflare for use, but I can't add it. It says: could not run legacy post zone sub request against new zone products: failed to update user subscription: failed to apply object products: You cannot add or modify subscriptions or services until the outstanding balance is paid. You should be able to do so in your Billing page.

It is normal to add other domains to my account, but I cannot add this domain. I don't know if the previous owner of this domain used cloudflare, but there is an unpaid bill, which prevents me from adding the domain now.
