(Server-Side) Does DH preload LODS with no players online?

Question is in the title, just wondering as my server's CPU is running suspiciously low with no players online. This is an imported single player map, so the chunks should be generated.

correct, but you can also let the server pregenerate while no-one is online with the /dh pregen command

Even with the "/dh config common.threadPreset I_PAID_FOR_THE_WHOLE_CPU" command on the server, it doesn't go past 10% utilization.

Just for clarification, do you know if DH caches already generated LOD to send it to other player quicker or does it basically generate a "new" one everytime there is a new player? I guess I should have clarified that I was trying to pregen/cache lods if possible to speed it up for new players joining.
