Help Figuring Out the Cause of Low TPS in Fabric Modded Server

Tried reading the tick loop guide but I can't get my head around the decrease in tps when more players join. Looking for someone who could read the spark profile and help me figure out what I'm doing wrong with my server.

What I can't figure out is if it's a mod problem or a hardware problem. Because I don't see anything wrong in spark profile. Or at least I think nothing is wrong.

I dont really do fabric development but whatever this is
is using almost 13% cpu
I think your just doing too much on a old gen cpu I'd reccomend removing some stuff or upgrading

that’s a lot of data packs. a lot can cause lag so beware
Will try reducing and see if it will do the job
