How can I position these stat widgets on the dashboard?

Is it possible to put widgets under another widget if an adjacent widget is extra long? See screenshot to see what I mean. I'd like to put some stat widgets under the Welcome widget and ideally in a column so there isn't 3 side by side.

Not at present no.. I would advise putting them in a custom container then rendering them all manually
