Do you have Java installed? Java as in Java Runtime (JRE), not Minecraft Java Edition.
oh, no
Well first things first is to install a JRE. There are many flavors of JRE, most common and recommended one is from Adoptium:
https://adoptium.net
Pick Java 17 for 1.20.x and lower, or Java 21 for 1.21.1 and higher.
Home | Adoptium
Eclipse Adoptium provides prebuilt OpenJDK binaries ...
Pick only JRE. JDK is for Java development and contains additional stuff you may not used.
alright
Btw what you have is the mod version of Iris, intended to be placed in the mods folder of a Fabric installation. If you’re looking for the installer for making a standalone or Fabric installation in the vanilla launcher: https://www.irisshaders.dev/download

Wait, it's the mod variant?
