Hole - chunks dont generate LODs.
i have these specific chunks that just refuse to generate anything. tried newer version and nightly build but doesnt make a difference and I cleared out the data many times but still this specifc hole always exists.

i mean it looks like this section is red, not sure why or if there is a way to force regen it or something
this is on a multiplayer server running atm10 plus cobblemon
You have deleted the DistantHorizons.sqlite file for the overworld. RIght?
And the chunk appears when you move into vanilla render distance
yeah i deleted the whole folder for horizons that contains that sqllite file for different servers and yes the chunks appear but was using debug setting to disable render except LODs
Does it still occur when you have a lower quality setting?
i set it to low settings on DH settings and still getting this in the sky above
after a while it turned
still doesnt appear

what does a white border mean on the chunk group
That doesn't look like a white border to me.
i mean whatever color it is, not sure what the colors mean, i know green seems to be generated while other colors like red mean something else
if you look at the same square in the pic above from high up it looks grey/white and the square under it is flashing red/orange
