Why aren't all stars visible
on flat earth? Why can't Polaris be seen from New Zealand, for example?

Why do you expect to see all stars from all positions?

Distance
Light attenuation and the inverse square law of light, in conjunction to your personal dome of perspective is WHY all stars aren't visible to 1 single observer on this flat earth.
