Coat for awful sub-zero, windy MN winters

While I've been mostly able to get away with my Uniqlo x EG bomber jacket, recent temperature dips have had me looking for a new jacket. I like that the Uniqlo EG jacket has a lot of pockets that I actually make use of, but the poly wool exterior pills pretty badly, and the overall style just isn't really what I'm looking for anymore. My current style is semi-workwear adjacent, but I'm trying to move towards something slightly more gender neutral that I can pair with my current rotation of textured sweaters, high rise jeans and fatigues. Above everything, it gets cold as fuck here so it needs to be able to carry me through single digit (F) temps in combination with base and mid layers. If its so cold its a health hazard, I'm blessed to be able to work from home so I don't need an arctic expedition jacket (see below). I'm happy to buy second hand, used, import, whatever. However, I'd like to keep it under $400 if possible (although I can be convinced to stretch if it makes my life easier). TLDR: gender neutral winter coat under $400 for windy subzero temps

Some sort of parka is the easy rec. it you could certainly find insulated wool coats in a variety of styles as well
