Can someone explain black bow tie etiquette?
Can you wear it with a shirt that doesn’t have black button pips?

Yes and no, you can and people do. One option is a shirt with covered buttons
but i’m afraid it’s largely button pips or covered buttons. traditionally at least
depending on where you’re going, most people either won’t care or won’t know any better.
For example, while technically improper this still looked good (if i say so myself)

but then in fairness if i had the money i would’ve also bought the right shirt haha
you're fine with a plain white dress shirt in most cases
the french cuff + decorative studs would be great if you have it, but i wouldn't sweat it unless you do black tie often
or if it's for a personal special event
Do you need a tux or will a black suit jacket work?
Depends on the actual dress code. If it's legit black tie then I'd try and go for a tux depending on the other details of the event. I wouldn't do less than a black/charcoal suit and a black tie tho
