Player Eligability
Would a player (account owner of an account that was cheated on) on an org be allowed to compete in official Riot Games Leagues/Events/Tournaments? Even if this person wasn't the original cheater, but was simply involved in a group with a single cheater who got other accounts banned as well? Player also admittedly shares accounts, and has since created an "alt" to continue playing the game, outside of his perma banned account. The reason for my question is to further build onto our supporting claims as to why we Suspended him from our Private League.

If you have a private league, you can just not permit the player to compete?
exactly, i just wanted to ask for other's opinions or what they may have experienced in similar situation, the league is small and currently is in a testing phase per say, without a prize pool, but we want to incorporate a prize pool into further seasons due to the success and competitive nature the League has brought. the issue on the the player "not presenting it" couldn't be avoided due to other participants calling out a low level radiant account, therefore led to our (Org hosting said league) investigation where certain details were revealed.
it's more so a question as to what would deem a player ineligible to compete, while it is an actual situation, it is a participant in a private league, and not me or someone i know personally trying to work around the ban.
The easiest way to decide is if there is a tournament organizer?
Plus Riot tournaments have different licences depending on the prize pool
so if it's small tournament it will fall in the least requirments

but Riot has nothing to do with this if the tournament is not involving them in any way, except playing their games
TLDR if it's a private tournament, the host should decide whether the player can play : D
i agree and appreciate the insight, we as the host are trying to keep the league's competitive integrity at the highest point, while also making it fair for other participants. We are in NA, and are a well organized T3 or below org. if you want a little background, its simply a player was sharing his account with a cheater, it got perma banned(the account and the cheater's computer was hWID banned), he made a new account(currently using in league), but is also involved with other sharing accounts. Radiant player, to add to that.
he was called out for having a low level radiant account with roughly only 200 hours total playtime.
I guess if you know their real rank it's fine
and you don't have the worry they will cheat
but would you want a player involved with cheaters in the past participating in a league you are trying to keep fair and competitive?

I guess not, if you follow the Riot ToS, then disqualify them
Although you can't prove account sharing or any related suspensions : D
