chunks not loading

i just dont understand :( it works everytime i play on someone elses modpack but when i try to make my own and add DH it doesnt seem to do anything, i can send my modlist and i am playing on a server right now but before when i played with someone elses modpack and i played singleplayer it worked very good even when inviting others on my world to play
