I can't figure out how much cloudflare tunnels cost or find pricing Information online

do cloudflare offer this service at not cost in hopes that you purchase cf pro and other services then
its part of the free service yes, and since youre forced to use cloudflare services (cdn, access, etc.) to access the resources exposed through tunnel it would be a reasonable assumption that this is part of why its free
