Packet is too big and oversized chunks- what's going on?

Running mc modded (115 mods) within itzg docker container using playit.gg. Server is on 24/7 and has 6gigs ram allocated with 5-8 players. Lately there's been a recurring packet too big error that seems related to the oversized chunks- if I remove the chunk from the world entity files the server works, although complaining that the chunk file is missing. Even if I add that file back it is totally fine after that. I've gone out to these chunk coordinates and it's nothing but ocean with nothing wrong visually. Does anyone know why this might be occurring and what a permanent fix is?
