Looks like it started here but you have a fair few errors.
Try re-download nullscape and nameplates
I ended up deleting nullscape, nameplates is up to date.
Nullscape as a jar?
Did you renamed the zip into a jar or is it the mod version?
I believe it was the mod version. I couldn't figure out how to get nullscape to work so I just deleted it.
It would've never worked, paper doesn't load mods
This line means it's not made for bukkit/paper
Caused by: org.bukkit.plugin.InvalidPluginException: java.lang.IllegalArgumentException: plugins/Nullscape_1.21.x_v1.2.10.jar does not contain a paper-plugin.yml or plugin.yml!
Not sure about this, but the errors at the end I think happen when you delete a plugin while the server is still running. I ran into those only once so I'm not sureHere's the newest logs after getting rid of nullscape. https://hastebin.skyra.pw/iqanifuwid.swift
Do you have ModelEngine premium or the free one?

Then you should also remove it, free MEG is not compatible with 1.21.3 yet
The dev builds are, but you can only download them if you have purchased the premium version
Same for MythicHUD, doesn't support 1.21.3 yet
CustomFishing and CustomNameplates I'm not sure, you should ask momi about it

So you think it's outdated plugins? Because this was happening before I updated it
KingdomsX only supports up to 1.20
I downloaded the latest for it

But the other plugins more than outdated, don't support the latest versions yet
I'm honestly tempted to just delete all the plugins and leave terraform generator and see if that fixes it
