Is there any penalties or punishments for scammers if they are caught with proof ?

Came across this guy on TikTok who is from Saudi Arabia and only speaks Arabic , apparently he offers to sell cheap UC as well as PUBG accounts mainly on Telegram, using fake reviews and fake footages to fool people. Once he gets his payment he immediately stops responding and eventually end up blocking you after he steals both your money and your personal information . I’ve done the experiment myself as i played the victim and I can prove and back myself with evidence as I have full recording of my chat with the guy. I just want to bring awareness and hopefully proper actions could be taken towards people like this. And if more information is needed I would be more than happy to provide it.
