What is your choice for an overall dress shoe? I'm mostly looking for something that I can wear to church and other formal events

Just get black oxfords.
Or black derbies if you want something you can dress down more easily. But if will only be with true formalwear, oxfords are ideal.

Well I'm not Australian but I'm sure there are other places where you can buy shoes that are actually Goodyear welted. These are all blake stitched, which is imo bad for that price unless the design necessitates it or you have comfort problems. In this case it's likely just a cost-cutting measure.
A dress sock is just any sock designed to be worn with dress clothes. They come in all different varieties. But classically it's a mid-calf sock made of thin fabric in a solid dark color like charcoal.

Australian dress shoes are actually deeply unstylish. If you get those everyone will laugh at you and you will have no friends
As others suggested, black cap toe oxfords are the best choice for what you wrote. For that budget idk if blake stich shoes can be sourced, might need to compromise on cemented soles (in that case go for rubber, will get a longer life span as long as leather is okay).
