Uncommonly high latency on my home network server

I'm hosting a Minecraft server for the All the mods 9 modpack in my home network on an additional pc. My friend also plays on said server and his ping isn't great but also not miserable (He plays over a Tunneled IP), but my ping (I play directly over the Ip of the Server) is extremly high, even tho the Server is directly next to me. At this point it is unplayable because I am standing at a point in the world and as soon as I move I get set back to where I was. If anyone knows how to fix this or at least get it to a playable level I'd really appreciate it. If you have any further questions to details I'm happy to answer them.

I can also see my friend walking normally when I'm in the bugged state

I also recorded some moments of this happening, in the dimension with just the one platform I have no problems, but when I go through the portal to the main complex everything breaks.

run a spark and MTR to see where the latency is coming from
