Why is the TPS dropping to 15?
I know the server had 33 people online (its a vanila survival server) but I've seen other servers have up to like 70 and run at 20TPS. What can I do to improve the performance? I already have Farm Control and the CPU is pretty much as good as it gets, so what else could I do?

switch to pufferfish, enable DAB in its config, reduce mob spawn limits, make sure to update farm control as it has/had a memory leak
I can reduce entity spawn limits from paper though
Also im on this version of farm control
two different things, DAB is for villager optimizations etc (everything with a brain tick)
spawn limits you can in paper and thats a suggestion
reduce view /sim aswell
Is switching to pufferfish as easy as just replacing a jar file?
View is at 10 and sim at 7 I think they are pretty low already
Thats not going to nerf villagers is it?
yes
only from "far" away
it can cause small issues with iron farms where the players are too far away but it helps a lot
I see
I believe its mainly the mobs causing the lag since theres just sooo many of them
villagers are using 13% of the main thread
more than any other mobs
chunks are 30%
Whoa how can I check that?
Oh okay I think I see it
Hey im sorry for asking so much lol but does this mean that villagers wont be active at all after 8 blocks?
So does the player need to stand within 8 blocks for them to function and reset inventory etc..
