Heater extruder not heating at expected rate

I can PID tune my hotend (phaetus rapido 2 plus UHF) without the parts cooling fan on. But if I try to do it with the parts cooling fan at 40%, like the documentation tells me to, it fails with the error heater extruder not heading at expected rate. It will heat up to the right temp but does so aa bit slower than usual? On a side note I've been getting a lot of heat break clogs recently, and the hot end fan isn't as loud as it used to be. Side context: I recently upgraded my vcore 3.1 to the new toolhead with ebb42 1.2 toolboard. My first guess is that the toolboard doesn't deliver the full 24v but i've triple checked the wiring and it all looks right. TBH the new toolhead has caused me nothing but problems so far and might just rip it out and change it back.

I recently removed the toolboard and wired everything to the octopus and successfully PID tuned with the fan on. without the toolboard it heats up much faster.
