Steam won't remember any library changes

Ever since that one time Steam spent 10 minutes trying to shut down and I just restarted the computer, it won't remember changes to My library. It won't remember that I removed the NTFS library, it won't remember the games I installed locally. The games are there, Steam just doesn't know it and has to be told and then verify them. I've already restarted both Steam and Bazzite several times, including shutting it down and turning it on manually. I also tried ujust fix-reset-steam and it didn't do anything but log Me out. The NTFS drive is still configured and won't unconfigure. Steam also goes to the Features Store page every time it turns on instead of to My library, but I can't remember whether that's supposed to happen or not so might not be relevant. I would like to know if there are any more thorough ways to fix or reset the Steam install.
Solution:
Have a look in ~/.steam/Steam/config/libraryfolders.vdf and ~/.steam/Steam/steamapps/libraryfolders.vdf it should have a reference to your external library, you could try backup both files and try and manually remove the reference to the other drive. Probably worth closing steam first

Ooh, a backup location? Thanks I discovered unmounting the NTFS drive when launching Steam is a viable workaround, but I don't plan on doing it for long Worked perfectly first try! Thank you very much
