The mods were right
I checked, and you were more right than you thought. It's not exactly the same, Steam on Windows doesn't even let you create additional libraries on the same drive anymore. The functionality is compromised on Linux, but Windows doesn't even let you try. And it does say "drive" instead of "library". You guys were right, Steam on Windows sucks even worse these days

yes just set the partition label or name the mount folder before you mount it just like on windows

It names the libraries on the library view after the drive name instead of the library name too. You can still see the library name after you've opened it, but in essence the ability to name steam libraries as steam refers to them has been removed
naming them whatever still works
but the path is set in stone when you select a drive
however you can select a folder in linux at least
essentially they standardized it because people kept doing weird stuff
