Especially when military grade is already code for lowest bidder
if anything civvie quality might be slightly better bc you actually have to do warranty and CS on it

As far as modern stuff my experience is mostly limited to what i was issued when i was in the marine corps and i found all the issued garments to be of great quality

all things considered i think if you were looking to procure and N3-B i would first look for vintage milsurp, earlier the better. But an alpha industries would should he more than satisfactory

After reading up, OP i would not necessarily be shy of a secondhand item like this. You may have to do some digging but this is a special use case item that would not have necessarily been worn super often. You could probably find a second hand one in like new condition for a good price

Honestly, if you want a basic black parka for $200 and your priority is staying warm rather than being super fashionable, look at Columbia, Lands End, etc. The one in your example is from LL Bean, which is good too. I have the Baxter State and it's totally decent, but a bit over your price cap, and Bean rarely goes on sale.
