How to know if outerwear is needed?
There temperature where I live drops to 50-41° F at most. Do I need outerwear or would sweaters be sufficient to keep me warm?

I don't think this is a question of temperature
At 40-50F you can either wear a sweater or a light to medium jacket. It really comes down to what you prefer.
tolerance for cold will vary from person to person, and even then that 50F is impact by wind, humidity, etc
only you can judge how you feel and then go from there
You may or may not need a jacket but jackets are (in my opinion) often the coolest piece of clothing and are fun to wear and style. If you look at #waywt you’ll see a lot of the best outfits have some sort of top layer whether a blazer, a chore coat or whatever. The 50s is a perfect temperature to get to wear some cool things without being too hot or being forced into wearing a jacket for survival mode. It’s my favorite temperature.
Wool sweaters are really nice for that temperature range with a nice light jacket. I often wear a sweater + denim jacket combo in that temp range
