Why am I not able to use my voicepack?

A lot of people know that there are 2 ways to use a voicepack. One is with the microphone symbol and the other is with the "marking" symbol (the one underneath the skydiving symbol). Why am I unable use my voice pack in the second method? It seems absurd to me that the game has done so little improvements on those voicepack settings even after introducing so many voices over the years

The universal marker currently The universal marker is not available for many voice packs at the moment. Please feel free to provide feedback or suggestions on the official Subreddit. In the meanwhile, you may use the voice packs with the quick voice chat feature....
