I think you cannot use MR^2 as moment of inertia that is the general formula it would be different based on the shape of the object I just checked moment of inertia of a ring is 4/3MR^2

Actually that is only of 3 spokes if we don’t know how many spokes there are it’s uncertain That is ring question asks for wheel
