Home Pack Rules

I'm not sure why I lost 500uc purchasing home packs. I was under the impression they would be stocked Only to find out they were not, and I bought those pack for friends to place in their homes. Another friend of mine purchased one to place at another's home, but could not because they were not friends, ended up wasting uc in that pack as well. Can we update the conditions of purchasing home packs? losing uc over this is ridiculous
