I reported in-game and the report feedback was that this was fine. So this acceptable then?
The other CHEAT method employed is when in CQB 1v1, players turn their internet connection off, reposition themselves behind/flanking me and restore Internet connection. Basically "teleporting".

Right side seems a Lag switch.
Definitely.
Turn WiFi/data off, flank your target, turn WiFi/data On and fire.
