Server Moderators having the power to Add Levels
Regular server moderators having the power to add levels using Lurkr bot.
I've looked around but nothing. How can I disable/block this?

You can control who can use Lurkr's Slash Commands in your Server Settings, under the Integrations tab > Lurkr.

the default required permission to run those commands is Manage Messages (this is also visible in the integrations tab)

Add level command isn't an option, where can I find it?
/level add user: amount:
Because that's not what the command is called. its a subcommand of /level so you'd have to change the permissions of that

well, I still cant do anything about it as it requires the manage messages permission
which is a must for moderator roles
