Why can I not reach Ratos.local on my PC (chrome), but safari on my phone is able to connect?
More of a Chrome related question, not sure if any of my extensions may be causing the issue - perhaps someone knows whats happening.
I know the image is loading fine, as I can always connect via safari on my iPhone or 2009 macbook air, but not with my PC running chrome or microsoft edge. I assume there is an issue moreso with my network settings than anything else but not sure how to fix this.

Sounds like your PC is on a different sub network, or that your wifi and ethernets aren't talking to each other
Maybe describe your network setup, including all the hardware like routers and switches
