I'm seeing a bunch of shirts like these on Pinterest but I can't find them anywhere else because I have no idea what to search for or what they are called
If you're in the USA you'd find them from renaissance fair (ren fair) reenactment dress up stores. Generally also Etsy. Random key words: frilly, ruffle, gothic, renaissance, etc.

The sleeves are bishop sleeves
Usually under blouses, tho @penchant 's answer is right one
in the UK Darcy Clothing sells those
blouse and bishop sleeve will probably get you there but just sneak "astarion" in there too
