yes you still need to pay the $5 monthly subscription
but if I use the normal hobby plan, $5/month plan, I receive free $5 credit to use that entire month? and if it exceeds $5, it charges, is that right?
it charges regardless since you still have to pay the $5 subscription fee

as long as your resource usage stays under $5, you'd only pay the $5 subscription fee
