is there any way I can run my shaders and these mods consistently above 60fps
I use rethinking_voxels and I have it on pretty high performance settings, but my fps will sometimes drop to 40 in some specific areas. I want to know if there is any way (without my computer sounding like a helicopter) to stay consistenly over 60 fps.

That's like the worst case scenario. You'll not see a performance drop like that in normal gameplay
To get more fps, the best way would be to reduce the shader's settings a little

fps can be lower when LODs are generating
once thats done then fps can go back up
what i do to get decent fps is to use 8 chunks vanilla RD and 96 chunk LOD RD, then lower the shader's shadow resolution to 512 and set shadow distance to around the same as the vanilla RD
