Mobs aren't spawning, farms not working.
Hi, on my server, some farms such as creeper, guardian, drowned, and enderman farms are barely spawning anything, and I can't work out why. I'll post my plugins, and the config files.

the mob spawn limits for monsters is already fairly high in bukkit.yml isnt it?

sometimes if we go to the farm, 1 or 2 might spawn, but then nothing after that.
This farm runs really well
But this one doesnt. Both were built over guardian temples.
I also tried using the /locate command to ensure the game still sees this as a monument, and it does.

the plot thickens. I worked out what region this temple is part of, and i renamed it, rebooted the server, so 100% fresh terrain has generated here, new temple. And guardians STILL arent spawning here. wtf is going on?

You could be at mobcap
Binary search your plugins
Remove half of your non-essential (ie not things like PAPI or LuckPerm) plugins and see if the problem is fixed.
If it still persists, the cause is in the half still installed.
Continue to halve the remaining plugins until you've narrowed it down to a single plugin.
Congratulations, you found the culprit.

i dont think its mobcap, because we have flown around to other
other monuments nearby and they were spawning fine

we even tried reducing server render and sim distance to 2 chunks so only farm is loaded
only the problem monument was loaded and still wouldnt spawn

As in WorldGuard?

well we were wondering if it was the farm, but since they wont spawn at this temple even without the farm built, im pretty sure its not the farm itself
I even tried cutting and pasting the farm away, regenerating with worldedit so it was back to fresh monument, still nothing spawned
pretty sure i even tried changing the farmcontrol plugin settings so it wasnt active
Randomly, the guardian farm has suddenly started working. But we have slime farms, creeper farms, raid farms, even my pillager farm simply not spawning anything, even with 0 light levels
nevermind lol, turns out that was a copy i made of the farm earlier in testing, located at a different monument.
