Using the recommended Issue Starter to create a bug report

When creating a bug report on Github, there is the following warning:
Reproduction repository (issue will be closed if this is not valid)
The URL of a public GitHub repository which reproduces the problem. Please do not link to your actual project, what we need instead is a minimal reproduction in a fresh project without any unnecessary code. This means it doesn't matter if your real project is private / confidential, since we want a link to a separate, isolated reproduction. This allows us to fix the problem much quicker. This issue will be automatically closed and not reviewed if this is missing. Please make sure to format the URL starting with https://github.com - only repositories hosted on GitHub are accepted. Need a headstart? We have a template Filament project for you.

So I've been to the link at https://filament-issue.unitedbycode.com/ and downloaded the file, set it up and gone to the URL of the project, but all I get is a default Laravel start page. There's an app/Providers/Filament/AdminPanelProvider.php file but accessing /admin in the project returns a 404. I can see filament is in the vendor directory for the project but it's not in the composer.json Has anyone else used this "Issue Starter" archive to create a demonstration of a bug before? Did you have to perform any extra steps other than those described?
