Does Postgres use multiple cores out of the box?

I see that the virtual environment given has up to 32 CPU cores. Does Postgres service that I spin up with Railway use all 32 cores by default?

while I have not personally witnessed Postgres using 32 vcpu, I have seen it use several vcpus just fine. so I'd say under the right load it could use 32 vcpu.
