Does anyone know why it doesn't start, it stays at 40% and I get the Cpp2IL error?

most likely Norton
or Mcafee
and what can I do to make it work?

if you have either one
they're both terrible anti virus software that are essentially just viruses themselves
WIndows Defender is free, comes with every windows computer and does literally the same thing the other anti viruses do but without the issues
