Strange artifact on external perimeter dependent on speed

V-Core 3 with toolhead Rapido 2 UHF (after fixing all screws as they were loose)
I've got a "strange" external perimeter artifact, which is 99% dependent on speed. My basic params are 15000 accel, 300speeds. On those I get what You can see on the top part that is in the picture.
From that I've run couple tests modifying Accels and speeds - lowering accel solved the issue partially, but external perimeter speed solved it.
From top to bottom:
Accel 15000 Speed 300
Accel 15000 Speed 250
Accel 15000 Speed 200
Accel 10000 Speed 200.
From what I see, this artifact showing up is purely based on how much material is to be extruded AFTER it.
I've tested the Min. Cruise Ratio and Square Corner Velocity parameters but TBH they don't really do much for me.
Pressure advance has been adjusted to this material, but the problem exists on all materials.
This is cheapo aliexpres ABS @240C, 105C on Heatbed
What should I look at next to actually keep the speed at 300 or higher? I am out of ideas :):ratrig:

In case anyone is wondering, it seems like this is the Pressure Advance. It goes bonkers if I operate at higher speeds than "normal" When I went down from 0.032 to 0.018 it was beyond better.
