How I can invite a person to the project at no cost? To avoid "Commit approval"

There's no way to do that unfortunately
So I need add to team every programmer just to allow them to commit without approval?
With 20$ per person?

I send an invite link to my team and I only choose Member or Admin role
How I can choose a Viewer role?
it's a project-level setting so you can find it in the project settings
