This is just a t shirt with the bottom cut off

Or u can learn to hem or bring it to a tailor
The women's section at lots of brands will have cropped t shirts that are hemmed at the bottom.
Yah just buy a cheap blank and cut it yourself itll be fine
To get the roll effect on the bottom you’ll either wanna get it damp and throw it in the dryer or you’ll go along the raw hem stretch it a bit with your hands that will encourage it to roll
