Im looking for a way to open or control foobar2000 directly from your Homarr dashboard.

Thank you. I installed the Beefweb Remote Control component, but not sure this will meet my needs. The desktop app needs to be up and running in order to use this. I'm looking for a way to launch foobar2000 from my homarr board. Not sure if this is possible or not.
launching an app from an api call might be hard but that falls completely out of scope of homarr so we can't really help there.
Can only recommend to start googling on that one.
Another solution might to have a music player provided by your NAS instead though.

This is possible but you have to have your computer know how to handle the protocol. A registry edit can do this on Windows but it will never just work out of the box. It also depends on which browser you're using. Just look into protocol handlers for your browser of choice.
