Does the rebated growth pack never refresh or do I need to buy all for it refresh?

It does not reset because it is a one-time purchase. When a player purchases the first purchase pack, they can collect the remaining packs within the purchase pack by completing the login missions. Each pack can only be purchased one time (1/1).
