Can you please share the number of subscribers you are looking to send in
to field?No particular number in mind, I just want to confirm about the limits or is there a recommended number per message?
We have 500k limit on number of subscribers on a topic
if you want to send notifications to large number of subscribers, I would recommend you to use topics
Just did a quick read on topics, but it seems a topic sends a notification to a fixed list of subscribers
For my case, the subscriberIds can change for every message so I think we can't use topic.
Is the API rate limit considered when triggering an event with multiple subscribers since novu will be sending to each subscriber?
(Free tier: 60 rps - 60 subscribers)

Yes all of them will be processed. It will be counted as 500K events as per pricing. Make sure you are in business or enterprise tier to send these much events.
