How to file a claim to change region? My account's region was changed from Philippines to USA.

Hello, @iLꓘΛ. If you have recently changed your country/region settings, you will unfortunately have to wait for the cool-down time to end before you can make another change. It is same for everyone, and we unfortunately cannot help you with this.
